Chinese steel products exported to US face high duties
The US Department of Commerce will soon issue an anti-dumping duty order and a countervailing duty order on the above-mentioned product that China exports to the US.
On February 19, 2009, the US International Trade Commission issued a final ruling, stating that circular welded stainless steel pressure pipes from China have caused material damage to US domestic industry. According to the final ruling issued by the US Department of Commerce on January 21, 2009, the countervailing duty rate imposed on Chinese enterprises is 1.1 percent and the anti-dumping duty rate is 55.21 percent. One Chinese enterprise based in Suzhou will be imposed a punitive duty rate as high as 299.16 percent because it failed to respond to the lawsuit.
On February 20, 2008, the US Department of Commerce announced its decision to initiate countervailing and anti-dumping investigations against this Chinese product. This is the ninth case launched by the US against Chinese products that has involved a combination of anti-dumping and countervailing investigations.
The US accused the product in question of enjoying subsidies in 16 articles in six major categories, these included preferential loans and government restrictions on exports.
According to statistics from China's Ministry of Commerce, the US initiated five anti-dumping and countervailing investigations against Chinese products in 2008. These cases involved a total value of 510 million USD.
