China's Ministry of Information Industry has issued a circular to its subsidiaries and the four major telecom operators China Mobile, China Unicom, China Netcom and China Telecom, asking them to publish names of law-breaking service providers by July 15.

Statistics from MII's Telecom Management Bureau show that in the first five months of this year, the telecom supervision departments received more than 14000 complaints and up to 30% of them were made about service providers, particularly with problems of overcharging or irregular charging.

MII said in the circular that telecom supervision departments at all levels should set up a publication system the publicize the local service provider's illegal behaviors. The record of the bad behaviors should include a service provider's name, business license number, legal person's name, service access code, operator name, content of infringement and administrative punishment they receive.

MII advises consumers to report any infringement of both landline and wireless value-added service providers to the operators first and if they are not satisfied with the solution from the operators, then they can make a complaint directly to the telecom supervision department.
